The method
Why this order
- Volume counts
- A 4.9 from 300 people is a weaker claim than a 4.8 from 7,000. Every rating is pulled toward its state average in proportion to how few reviews sit behind it, so a shop needs both a high score and real volume to reach the top.
- Two per chain
- A list where six entries are branches of one company is a correct answer to the wrong question. No chain takes more than two slots on a list, and the rest surface on their own city pages.
- Open and trading
- Anything permanently or temporarily closed is dropped, and only businesses listed as cannabis retailers make the cut. Lists are re-run quarterly.
